Ah, that makes more sense. Yeah, I can buy into that. It reminds me of the flap that occurred when Act 60 was passed in VT, people were flipping out that programs were going to get cut in rich schools even though it meant there'd be more money for poor schools, and John Irving even made this crack about not wanting upper class kids to go to schools with rednecks (even though that wasn't in the bill).
