My grandmother had to learn Flemish in school.

However, "having to learn" a language is different from retaining any degree of fluency in it. Historically, French has been more useful to the world community, and the Walloon (French-speaking) population was wealthier as well, so it makes sense that the Flemish would have more French than the other way around.
