A lot of early childhood teaching is fairly straightforward training. "We don't put strange things in our mouths" and "We wash our hands after we use the potty" and "We use our indoor voices here" are fairly common ones. You get trained in manners and basic survival skills - they're not really something you think about, or else you'll need them long before you'll have the cognitive structures in place to think about them - you just do them by rote. So I HOPE that's what he meant.
