It might, although I don't think using a stroller for Support is a good idea, and a stroller heavy enough to be used that way might be very hard to use on public transit. Mainly, I don't know as I haven't tried. But strollers are designed to move, so I'm a little leery of using anything with wheels for balance. A wheelchair is better designed to handle these issues, and it is also, as you point out, much closer and sweeter. Plus, while people may not be very okay with a large stroller I can't manage, nobody should object to a wheelchair I need assistance with. Sometimes the markers of disability are useful just to mark out that it is a disability issue.
